Clark Public Utilities
Qualifying Clark Public Utilities customers may be eligible for rebates when replacing existing windows, patio doors and exterior doors with qualifying energy-efficient products.

Energy Trust of Oregon
Incentives for Qualifying Southwest Washington Customers
Energy Trust of Oregon also provides energy-efficiency incentives to eligible customers in Southwest Washington.
For 2026, qualifying Washington residential customers with natural gas heat may receive:
$10 Per Square Foot for Qualifying Replacement Windows
Qualifying replacement windows must have a U-value of 0.30 or less and meet Energy Trust program requirements.
Energy Trust’s residential application information also states that windows must be professionally installed and documentation of the U-value and size of each window is required.
What About Oregon Window Rebates?
Energy Trust of Oregon previously offered residential incentives for qualifying replacement windows in Oregon. However, those window incentives were discontinued beginning January 1, 2026. Energy Trust continues to offer a variety of other incentives for eligible Oregon homeowners, including incentives related to heating and cooling, insulation, water heating and other energy-efficiency improvements. Eligibility varies based on the improvement, home and participating utility. Eligible Oregon residential customers generally include customers of participating utilities such as Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas and Avista.

Understanding U-Factor
When researching energy-efficient windows, you’ll frequently see a product’s U-factor or U-value. This number measures how effectively a window prevents heat from transferring through it. The lower the U-factor, the better the window’s insulating performance. It’s also an important number when determining whether a replacement window qualifies for certain energy-efficiency rebate programs.
